Nov. 9, 2021 Press Release IPC condemns the gruesome murder of OAP David Ekanem; calls for thorough investigation For immediate release:Tuesday November 9, 2021 The International Press Centre (IPC), Lagos – Nigeria condemns the reported gruesome murder of David Ekanem, popularly known as ‘Itiat Zion’, a member of staff at FAD FM, in Calabar, Cross River State. A Newspot Nigeria report revealed that the late Ekanem who was the Efik language programme presenter for FAD FM, was stabbed and left to die by alleged hoodlums close to a popular hotel on the Murtala Mohammed highway on Saturday, November 6, 2021. The cause of the alleged attack is unknown, but the radio station Ekanem worked with confirmed his death. In statement by the Executive Director, Mr. Lanre Arogundade, IPC said: “It is of serious concern that yet another journalist has been killed highlighting the fact that journalists and other media professionals continue to be endangered species in Nigeria as we stated on November 2 while marking the International Day to End Impunity for Crimes Against Journalists” IPC therefore calls on the Police and other relevant security agencies to do their utmost to ensure that the killers of David Ekanem are apprehended and brought to justice. Press Release IPC condemns the killing of NTA Staff; calls for thorough investigation For immediate release: September 10, 2021 The International Press Centre (IPC), Lagos-Nigeria condemns in strong terms the reported gruesome killing of Chukwu Odiahu, a member of staff of Nigerian Television Authority (NTA), in Okene, Kogi State. A PM News post revealed that the late Odiahu who works at the engineering department of the NTA booster station in Okene, was allegedly stoned to death by some yet-to-be identified persons after he closed from work on Tuesday evening. The cause of the alleged attack is unknown and as at the time of the report, some staff of NTA on duty have been reportedly arrested and are currently under interrogation at the Divisional Office of the Nigeria Police Force in Okene. In a statement by the Executive Director, Mr. Lanre Arogundade, IPC said: “The increased and continued attacks against journalists and media workers is of worrisome concern”. “Media workers and their rights must be respected and protected, crimes and attacks against journalists should not be condoned, the perpetrators of these horrifying brutalities must be prosecuted and face the consequences for their actions”, the statement said. Mr. Arogundade said IPC calls on respective authorities to ensure an immediate and thorough investigation to avoid the violation of the human and professional rights of those who may have been wrongfully arrested. Media Scholars and Professionals Assemble in Port-Harcourt to Assess Media Role in Governance as ACSPN launches book on media and artificial intelligence

COMMUNIQUE OF A STAKEHOLDERS’ FORUM ON JOURNALISTS’ SAFETY & PRESS FREEDOM LIMITATIONS IN NIGERIA HELD ON WEDNESDAY, MAY 5, 2021 AT REIZ CONTINENTAL HOTEL, CENTRAL ZONE, ABUJA.

Preamble The International Press Centre, (IPC) Lagos-Nigeria, in commemoration of the year 2020 World Press Freedom Day (May 3rd) whose theme is ‘Information For Public Good’ convened a Stakeholders’ Forum on Journalists’ Safety and Press Freedom Limitations in Nigeria on Wednesday May 5, 2021 in Abuja. The year 2020 WPFD marks the 30th anniversary of the Windhoek, Namibia global media conference on ‘Promoting an Independent and Pluralistic African Media’ from April 29 to May 3rd, 1991, the declaration of which led to the proposal for the adoption of May 3rd as WPFD by the United Nations following a proposal by UNESCO. Purpose The Abuja forum was convened in continuation of IPC’s commitment to deepening engagement with media and relevant stakeholders on solution-driven approaches to the safety of Nigerian Journalists. The forum was therefore attended by the President of the Nigeria Union of Journalists (NUJ), Mr. Chris Isiguzo; President of the Nigerian Guild of Editors (NGE), Mr. Mustapha Isah; President of the Radio Television Theatre and Arts Workers’ Union (RATTAWU), Mr. Kabir Garba Tsanni; President of the Nigeria Association of Women Journalists (NAWOJ), Mrs. Ladi Bala and Programme Manager of Premium Times Centre for Investigative Journalism (PTCIJ) Ms. Tosin Alagbe representing the Executive Director, Mr Dapo Olorunyomi. They were joined as discussants by Mrs. Vivian Emerenini representing the National President of the International Federation of Women Lawyers (FIDA), Mrs. Rhoda Tyoden. The keynote address was presented by a prominent social critic and Executive Director, Lux Terra Leadership Foundation, Rev. Fr. George Ehusani with journalists from the print, broadcast and Online media in attendance. Welcome remarks The Executive Director of IPC, Mr. Lanre Arogundade, in his welcome remarks, announced the institution of a Foundation for the Safety of Journalists by IPC to, among others: Improve the documentation of attacks on journalists and the media; Engage in continuous capacity building for journalists on safety in investigative reporting and coverage of dangerous assignments; Offer psycho-social support for attacked or assaulted journalists; Campaign and advocate for enabling environment that promotes safety of journalists and press freedom; and Offer coordination mechanisms on the safety of journalists. Report on attack on Journalists in 2020 The IPC report on the State of Attacks on Journalists in Nigeria in the year 2020 was also released at the event. The report, presented by IPC’s Safety Alert Desk Officer. Mrs. Melody Lawal, revealed that forty-eight (48) journalists and eight (8) media outlets were attacked in 2020 with the perpetrators including security agents, paramilitary forces, political agents and unknown gun men. The report also cited the location and the nature of the attacks observing that many of them occurred during the COVID-19 lockdown and the ENDSARS protest. The keynote   Speaking on the theme: ‘Information as a Public Good and the Quest for Press Freedom’, Rev. Fr. Ehusani urged journalists, other media professionals and media organisations in Nigeria to wrestle and seize from the authorities and guard jealously press freedom. His words: “Freedom of any type is not cheap. It does not come on a platter of gold, as those who hold power often seek to intimidate, coerce unto submission and silence dissenting voices in the society. Thus, press freedom, as indeed the freedom of expression from which it ensues, will hardly every be simply given in our society or anywhere else”. Fr. Ehusani also submitted that the “media is a cornerstone of a free society” adding that “the freedom to source information, to process such information, and to disseminate it, is critical for the nurturing and sustenance of a free, democratic and prosperous society”. In this regard, he said that the biggest challenge to the people’s right to know has been the refusal of authority systems at various levels of the state to allow international covenants on press freedom and freedom of expression to flourish citing as example the existence of laws like The Official Secrets Act 1962 in Nigeria. Observations Both the report the report on attacks on journalists and the media in Nigeria in 2020 and the keynote address elicited responses and contributions from the discussants and participants. The participants observed that: The worsening security and economic situation of the country is a threat to media survival and hinders its ability to serve as societal watchdog; Some journalists tend to pander to their own primordial sentiments and therefore fail to report conflicts ethically and professionally; Media professionals and stakeholders are not sufficiently united in resisting efforts by state agents to undermine the right to press freedom and freedom of expression; Media professionals and stakeholders are not sufficiently united in resisting the use of some existing laws and regulatory  frameworks  such as the Cyber Crime Act 2015, the Anti-Terrorism Act, the Nigeria Broadcasting Code, etc, to intimidate and assault the media and prevent it from fulfilling its obligation to monitor governance and hold government accountable to the people; Media professionals and stakeholders are not sufficiently united in highlighting attacks on journalists, demanding justice for victims up to and including adequate compensation, and ensuring the investigation and prosecution of alleged perpetrators; The poor attention to the welfare of journalists in Nigeria, which has degenerated over the decades and has worsened in recent years without concrete efforts at remedying the situation, constitutes fundamental threat to media professionalism and press freedom; The propensity of the government to violate the digital and Internet rights of journalists and citizens could pose major threat to the media as the country intensifies transition from analogue to digital broadcasting.  Recommendations         Following the observations, the participants recommended that: Journalists should remain courageous and report factually and truthfully despite the worsening security and economic situation; Media professionals and stakeholders must close ranks and put forward a formidable, united front, partnership and solidarity to resist efforts by state agents to undermine the right to press freedom and freedom of expression; Media professionals and stakeholders must resist the use of existing laws and regulatory  frameworks legislations including the Cyber Crime Act 2015, the Anti-Terrorism Act, the Nigeria Broadcasting Code, etc, to

2020 REPORT ON STATE OF ATTACKS ON JOURNALISTS

SUMMARY The International Press Centre under a safety of journalists’ project supported by the Open Society Foundation (OSF) commenced the monitoring of attacks on journalists in September 2018 with the aim of providing safety advisory, issuing prompt alerts, and coordinating necessary activities on attacks/assaults on journalists and media outlets. To ensure effective implementation and coordination, a Journalists’ Safety Alert Desk was established with the engagement of a Safety Alert Officer. The Journalists Safety Alert Desk has carried out the following tasks thus far: Launch of a helpline with mobile number (+2348132776441) in response to attacks on journalists and the media; Make contacts with journalists threatened, assaulted, or attacked; Draft/circulate press releases to condemn attacks and call for investigations and; Coordinate related advocacy initiatives on journalists who were attacked or assaulted. This report encompasses reported attacks on journalists in the year 2020 notably during the restrictions of movements occasioned by COVID-19 Pandemic and the EndSARS protests. The report covers: The location of the incidents; The media outlets affected or attacked (whether print, broadcast or online); The nature of the attacks ·The identities of the victims; The gender of the victims; The nature of injury or abuses suffered; The alleged perpetrators. The report concludes that the prevalence of attacks by security agents poses herculean challenge that must be engaged by stakeholders to ensure that the media continue to function under an enabling environment. This becomes pertinent in view of the theme of this year’s WPFD, which is ‘Information For Public Good’. The report contends that the media cannot properly provide information that will serve the public good in Nigeria if the lives and means of live of journalists continue to be put at risk.   The report recommends, amongst others, the design of a safety manual with updated tips for identifying and reporting threats to safety to be made available to journalists and other media professionals. Press Release WPFD 2021: IPC TO HOLD WEBINARS AND CONVEY STAKEHOLDERS’ FORUM For immediate release: April 28, 2021 The International Press Centre (IPC), Lagos will mark this year’s World Press Freedom Day (WPFD), with a two-part event starting with a webinar tomorrow, Thursday April 29, 2021, on ‘Safety, Security and Management of Trauma in Coverage of Dangerous Assignments’. On Wednesday May 5, 2021, IPC, in partnership with the Nigeria Union of Journalists (NUJ), the Nigerian Guild of Editors, the Radio Television Theatre and Arts Workers Union and other stakeholders, will convey a forum on ‘Information as Public Good and the Quest for Press Freedom in Nigeria’ in Abuja, FCT. A statement by IPC’s Executive Director, Mr. Lanre Arogundade said both events are pursuant to the theme of the year 2021 WPFD – ‘Information as Public Good’. “Year 2021 marks the 30th anniversary of the Windhoek, Namibia, Declaration on an Independent and Pluralistic African Media which led to the decision of the United Nations Educational, Scientific and Cultural Organization (UNESCO) as adopted by the UN General Assembly to declare May 3rd as WPFD. It is this significance that has informed our decision to organise series of events to commemorate the milestone including two webinars and the stakeholders’ forum”, Mr. Arogundade explained.  50 journalists from the three Northern geo-political zones who applied and were selected will participate in tomorrow’s capacity building webinar at which international and Nigerian experts will make presentations on ‘Safety reporting and the challenges online and offline’; Safety best practices in the investigation, coverage and reportage of dangerous assignments including pandemics’ and ‘Managing stress, trauma and other psychological/ mental health challenges in the coverage of pandemics and crisis situations’. The experts include Gillo Shedir of the International Freedom of Exchange (IFEX), Mr. Fisayo Soyombo, a writer and investigative journalist and Dr. Uzo Isreal, lecturer and Consultant Clinical Psychologist at the University of Lagos. The second capacity building webinar for journalists in the southern geo-political zones will hold within the next two weeks. At the Abuja May 5 event, IPC will present its annual report on the documentation of attacks on journalists in Nigeria while there will be a roundtable discussion on “Information as A Public Good and The Quest for Press Freedom” with Rev. Fr. George Ehusani as the lead Speaker. A panel of five comprising representatives of media professional bodies, the civil society and the bar will serve as discussants. The Abuja forum is expected to fashion a road map on improved mechanisms for the defence of press freedom in Nigeria. IPC DECRIES THREATS ON JOURNALIST JAAFAR JAAFAR’S LIFE

PRESS STATEMENT For Immediate release, April 22, 2021The International Press Centre (IPC), Lagos – Nigeria is disturbed about the reported threats on the life of Daily Nigeria publisher Jaafar who went into hiding because of fear for his life as unidentified persons, likely to be ‘hitmen’ had been stalking him both at his Abuja and Kano residences. These threats came after Jaafar had published video clips of Governor Abudullahi Ganduje of Kano State in October 2018, allegedly showing him collecting bribe in dollars from a contractor. Following the Governor’s recent interview with BBC Hausa on Friday, March 19, 2021 where he said that they were making plans to deal with those who released the videos, Jaafar wrote a petition to the then Inspector General of Police, Mohammed Adamu on the renewed threats to his life. On the 14th of April, 2021, Jaafar further received an invitation from the Inspector General of Police monitoring unit for questioning alleging that he was inciting violence and spreading injurious falsehood against the Inspector General of Police.Report reaching IPC’s Safety Alert Desk reveals that, yesterday, April 22, 2021 Jaafar posted on his Facebook page that, “he is now out of hiding and hopes to be safe.” The Executive Director of IPC, Mr. Lanre Arogundade said, “We are deeply worried about the situation of Jaafar and hereby call on the Nigerian government and the security agencies to ensure that he is not harmed in anyway.” We enjoin anyone who may be aggrieved over the reports of the journalist to ensure thorough investigation is conducted following the due process of the law, Arogundade said further.IPC believes the time has come to stop attacks on journalists in Nigeria, so that the country would stop being counted among dangerous zones for journalists to practice across the world. Call for Expression of Interest: Training on Safety, Security and Managing Trauma in Investigative Reporting

The International Press Centre (IPC) invites entries from print, online and broadcast journalists in Nigeria across the six geopolitical zones to participate in a virtual capacity building program under its Enhanced Safety Awareness Programme. The project is supported by the International Freedom of Expression Exchange (IFEX), to promote safety reporting of the Covid-19 pandemic and other crisis situations. The first webinar will build the capacity of journalists from the North Central, North East, and North West zones while the second webinar will be cantered on journalists from the South South, South East, and South West zones. IPC FROWNS AT POLICE BRUTALITY AGAINST JOURNALIST IN LAGOS

Press Statement For immediate release, March 1, 2021 The International Press Centre (IPC), Lagos-Nigeria frowns at, and totally condemns police brutality against Eniola Daniel, a reporter with The Guardian Newspaper while performing his duty at Apapa-Oshodi, Lagos on Sunday, February 28, 2021. Information of the Police unwarranted brutality collated by the IPC Journalist Safety Alert Desk, describes the inhumane treatment of the Nigeria Police Force, who physically and mentally assaulted Eniola, while covering the activities of a government Taskforce at Apapa-Oshodi expressway in the early hours of Sunday. The Executive Director of IPC, Mr. Lanre Arogundade said, “This incessant action or excessive use of force against journalists and civilians is dangerous to our democracy and a major threat to press freedom. Such acts of brutality also violate the fundamental human rights of the journalist”. Mr. Eniola Daniel’s personal belongings and work tools were destroyed and vandalized during the unfortunate incident.We urge the men of the Nigerian Police Force to be mindful of events around the world and not continually create an environment where journalists will be afraid to work and discharge their duties effectively and efficiently. IPC therefore calls on the authorities at the Nigeria Police Force to take adequate and swift measures to bring to book those who violated the journalist while putting in place machinery to compensate Eniola Daniel for this inhumane treatment. We also call on the Nigeria Police Force to step up the training of its officers to be more respectful and courteous while discharging their duties. They should be reminded constantly that the primary responsibility of the Police is the protection of citizens including journalists and every other civilian.
