Press Release   IPC Holds Fifth Election Multi-Stakeholders’ Dialogue in Yola, Adamawa State For Immediate Release Lagos, Nigeria – November 26, 2024. The International Press Centre (IPC) is set to host the fifth edition of its Election Multi-Stakeholders’ Dialogue series in Yola, Adamawa State. Scheduled for Wednesday, November 27, 2024, the event will bring together up to 70 electoral stakeholders to discuss the critical theme: “Rebuilding Trust in the Electoral Processes, Institutions, and Elections.” In line with previous editions in Abuja, Lagos, Kaduna and Calabar, this media and civil society-driven forum aims to address and harvest opinions on how to mitigate the negative perceptions surrounding elections in Nigeria. The forum will explore the root causes of mistrust and emphasise the need for inclusive reforms. Key Outcomes and Focus Areas: The dialogue will focus on gathering submissions and recommendations from a wide range of stakeholders, including the Independent National Electoral Commission (INEC), the media, civil society organizations (CSOs), law enforcement agencies, Inter Party Advisory Council, Labour unions, youths, women, and citizens who would be required to make special interventions. The goal is to promote effective collaboration and role-sharing in deepening the process for credible elections. These discussions will inform the development of mechanisms for regular consultations, feedback, and policy adjustments, ensuring that trust-building efforts remain sustained and responsive to emerging challenges. Special Session: The dialogue will feature a lead paper on “Citizens & Elections in Nigeria: The Place of Trust and Responsibilities of Key Electoral Stakeholders,” to be presented by Prof. Annah Malgwi from Modibbo Adama University (MAU), Yola. The presentation will be followed by key interventions from electoral experts and other prominent stakeholders under the moderation of Dr. Mary Paninga, Deputy Coordinator of the Women Political Empowerment Project in Yola. Press Release IPC and CEMESO Host Two-Day Annual Stakeholders Meeting and Roundtable on Scorecard & Electoral Process Coverage For immediate release Lagos, Nigeria – July 6, 2024 The International Press Centre (IPC) and the Centre for Media and Society (CEMESO), both implementing partners of the European Union Support to Democratic Governance in Nigeria (EUSDGNII) project within Component 4: Support to Media are set to hold two virtual events. The first is a Roundtable on Issues, Trends and Challenges in Coverage of The Electoral Process while the second is an Annual Stakeholders’ Meeting to review the Media’s Performance Scorecard. The initiatives seek to enhance democracy in Nigeria by harnessing the media encompassing broadcast, print, and online platforms—to actively engage with and provide professional coverage of the electoral process. Scheduled to convene virtually on July 8 and 9, the inaugural meeting aims to tackle challenges related to misinformation and disinformation, examining the media’s role in upholding information integrity during the 2023 electoral processes and its impact on promoting voter education. The outcome of the deliberations will inform the development of novel insights aimed at fostering enhanced strategic collaborations and achieving more impactful outcomes leading up to the 2027 elections. The second meeting will evaluate the Media’s Performance Scorecard in the elections and processes, assessing the effectiveness of media interventions in achieving their intended objectives.  Key stakeholders, encompassing media professionals from print, broadcast, and online platforms, as well as prominent figures in the media industry, will participate. This meeting aims to foster dialogue, exchange experiences, and share success stories to further enhance media conduct at elections. The sessions will focus on key topics, including measures to elevate the professionalism of media professionals, strategies to combat electoral misinformation and disinformation, enriching the coverage of the electoral process, improving the dissemination of civic and voter education, fostering media awareness, utilising the Freedom of Information (FOI) Act to bolster accountability, strengthening the capabilities of broadcasting regulatory entities, and encouraging media involvement in advocating for the representation of women, youths, and marginalised groups in the political sphere. In a statement, Mr. Lanre Arogundade, the Executive Director of IPC said: “The initiatives provide a platform for diverse stakeholders including journalists, election officials, and civil society representatives to collaboratively address emerging issues such as misinformation, voter suppression, and evolving electoral laws which in turn foster greater understanding and promote best practices” Dr. Akin Akingbulu, Executive Director of CEMESO, said: “Both organisations are consistently exploring strategies that enhance transparency and accountability in media practices at elections”. “By evaluating critical metrics such as accuracy, fairness, and responsiveness to public concerns, stakeholders can gauge the media’s effectiveness in serving the public’s interest.” He added. IPC Hosts Media Dialogue & Stakeholders’ Interface on Credible Edo Governorship Election For immediate releaseLagos, Nigeria – July 3, 2024 The International Press Centre (IPC), based in Lagos, Nigeria, is convening a Media Dialogue and Stakeholders’ Interface to address mechanisms for guaranteeing credible conduct of Edo State Governorship Election in September this year. The dialogue and interface are part of ongoing efforts to ensure that the media is Fair, Accurate, Ethical, and Inclusive in its coverage of elections while other stakeholders also perform their role creditably. This initiative, slated for July 4 and 5, 2024, in Benin, Edo State, aligns with the goal of Component 4: Support to Media of the European Union Support to Democratic Governance in Nigeria (EUSDGNII) project funded by the European Union. The principal aim is to ensure that all relevant stakeholders fulfill their responsibilities diligently, so that the Edo governorship election can be devoid of violence, disinformation and misinformation with the people being able to freely make informed choices. The first day’s sessions will, among others, focus on identifying priority issues for Edo citizens in the elections, early warning indicators of possible violence, key points for civic/voter education and how the media can report fairly, inclusively and accurately. The discussions will also be framed within the EUOM recommendations aimed at enhancing media performance during elections, guaranteeing the integrity of information, and aligning with regulatory frameworks such as the Electoral Act, Nigeria Broadcasting Code, and Nigerian Media Code of Election Coverage. On the second day, meetings will be held with key institutional stakeholders including the INEC Resident Commissioner for Edo State, the Edo State Police Command, the Civil Defence Corps, etc. The meetings will emphasise shared responsibilities and the cultivation of cooperative partnerships to protect journalists, promote peaceful elections, and enhance public understanding of voting and counting procedures. Mr. Lanre Arogundade, the Executive Director of IPC, in a statement said: “We expect that this intervention will promote meaningful dialogues and strengthen commitment towards hitch-free Edo Governorship election. The event is expected to attract about 50 stakeholders among who shall be male and female political reporters and other journalists from the Print, Broadcast and Online media who will be on duty during the governorship election. PRESS RELEASE   Rebuilding Trust in the Electoral Process: IPC Hosts Multi-Stakeholders Dialogue FOR IMMEDIATE RELEASE Lagos, Nigeria – March 22, 2024. The International Press Centre (IPC), based in Lagos, Nigeria, lead implementing partner of Component 4 (Support to Media) under the European Union Support to Democratic Governance in Nigeria Phase 2 (EUSDGN II) project, announces its upcoming major forum. Scheduled for Monday, March 25, 2024, this event will convene about 100 electoral stakeholders to address the critical theme of “Rebuilding Trust in the Electoral Processes, Institutions and Elections.” Following the success of the inaugural session held in Abuja, this subsequent edition of the media and civil society-driven forum aims to further stimulate meaningful discussions on how to reinforce commitments and approaches to multi-stakeholder collaboration for enhancing confidence in electoral processes. The initiative is also being embarked upon ahead of the off-cycle governorship elections in Edo and Ondo States later this year and preparatory activities towards the 2027 general elections. The forum seeks to gather submissions and recommendations on how diverse stakeholders, including the Independent National Electoral Commission (INEC), the Media, Civil Society Organizations (CSOs), Law Enforcement Agencies, Political Party Leaders, Youth, Women, and the Public, can effectively fulfill their roles and collaborate to enhance the integrity of the electoral process in Nigeria. Prof. Isaac Albert of the University of Ibadan will present the lead paper at the event, which will be chaired by Prof. Okey Ibeanu, a former INEC National Commissioner. The event will receive special remarks from the INEC Chairman, Prof. Mahmood Yakubu and EU Ambassador Samuela Isopi, among others. The event shall also be moderated by renowned broadcaster, Mr. Ambrose Somide of Raypower FM. Mr. Lanre Arogundade, the Executive Director of IPC, in a statement emphasised the importance of transparent elections in bolstering citizens’ trust in the electoral system, particularly in developing democracies like Nigeria. He highlighted the correlation between encountering obstacles during elections and reduced confidence in elected officials, often leading to participation in activities opposing the ruling regime. In anticipation of the forthcoming collaboration with key election stakeholders, especially the media, Mr. Arogundade reiterated the commitment to engaging in proposals and contributions aimed at enhancing public trust in Nigeria’s electoral system. This collaboration seeks to foster constructive discussions, address challenges, and work towards improving the overall integrity and transparency of elections in Nigeria. EU Support Boosts Female Representation in Nigerian Leadership

Accounting for half of the population, women in Nigeria remain significantly underrepresented in political engagement and governmental positions. Compared to other African nations, Nigeria ranks among the lowest in terms of female representation in political spheres, primarily due to entrenched structural and societal obstacles hindering women’s involvement in political decision-making. To address this disparity, the International Press Centre (IPC) initiated a capacity-building program aimed at enhancing women’s political participation in the forthcoming 2023 Nigerian Elections. As part of the European Union Support to Democratic Governance in Nigeria-Phase II (EUSDGN II) project, the organization conducted specialized training sessions under the media support component to empower female politicians from southern Nigeria and Kwara state. These sessions focused on advanced strategic communication, media engagement techniques, and the effective utilization of traditional and online platforms in political processes and campaigns. The EU training sessions conducted in Osogbo and Port-Harcourt on the 12th and 13th of December 2022 align with the objectives of the EU-SDGN media component, aiming to bolster the Nigerian media’s role in advancing democratic governance. This is achieved through fostering impartial, precise, principled, and comprehensive coverage of electoral processes and elections in Nigeria. These training sessions provided an invaluable platform for the 45 female candidates in attendance to engage with journalists, exchange perspectives, expectations, and insights on women’s involvement in politics. They also drew from the experiences of elected female politicians, focusing on implementing post-election initiatives and receiving capacity-building support. Noteworthy is the success story of four female lawmakers, namely Hon. Fakunle Iyabo Okieimen and Hon. Maryam Ogunlade from the Ekiti State House of Assembly, Hon. Rita Agbo Ayim from the Cross River State House of Assembly, and Hon. Ayibanegiyefa Egba from the Bayelsa State House of Assembly. These lawmakers, who participated in the IPC capacity-building initiatives before the 2023 State House of Assembly elections, credited the acquired skills for aiding them in developing effective campaign strategies and communicating compellingly with voters, ultimately contributing to their electoral triumphs. Hon. Ayibanegiyefa Egba, a member of the Bayelsa State House of Assembly representing the People’s Democratic Party (PDP), emphasised the profound impact of the training session for female candidates in Port Harcourt on her political trajectory. Leveraging the insights gleaned from the training, she orchestrated transformative changes within her media team to refine specific elements of her campaign. This restructuring involved strategically reallocating team members to elevate the visual appeal and messaging of her manifesto, profile, and press releases, with a keen focus on resonating with grassroots voters via prominent online platforms like Facebook and WhatsApp. Furthermore, she adopted innovative tactics such as crafting visually engaging posters with compelling narratives for rallies, drawing inspiration from discussions on optimizing the visibility of female candidates across social media and digital channels. Through a concentrated effort on media development and fostering connections, Hon. Ayibanegiyefa Egba endeavored to bolster her presence within the political sphere. Honorable Rita Agbo Ayim, representing the PDP in Ogoja, Cross River, emerged victorious in the State House of Assembly elections. She highlighted the challenges faced in utilizing traditional media due to the unique circumstances of her location, which led her media team to focus on social media platforms like Facebook and WhatsApp to effectively communicate with rural audiences through group sharing. Furthermore, she undertook a proactive approach by conducting door-to-door campaigns, organizing rallies in marketplaces, and distributing campaign materials such as handbills and posters reflecting her revised manifestos developed after participating in a training workshop for female candidates facilitated by IPC. Capitalising on gender inclusivity, Rita engaged with clergy members to host women-centric town hall meetings across various communities in Ogoja, a strategic move that significantly contributed to her landslide victory in the election. Empowered by the training she received, Rita directed her media team to compile polling data from her constituency, a move aimed at bolstering her defense against potential legal challenges to her win by her opponent. Honorable Fakunle Iyabo Okieimen, who secured a seat in the Ekiti State House of Assembly, attributed her successful campaign to the subjects addressed in the training organised by IPC. She underscored that the training bolstered her understanding of the crucial influence of various media platforms, such as print, electronic, and online channels, in shaping her public persona and increasing voter awareness. In conclusion, the training programs supported by the European Union have played a pivotal role in empowering women in the region. These initiatives have provided women with the necessary skills and confidence to engage in political leadership roles actively. Their accomplishments not only position them as role models but also advocates for promoting a more equitable and inclusive social structure.

#EU4DEMOCRACYNG: IPC TRAINS 140 FEMALE JOURNALISTS ON ELECTION REPORTING 

PRESS RELEASE #EU4DEMOCRACYNG: IPC TRAINS FOR 140 FEMALE JOURNALISTS ON ELECTION REPORTING  For Immediate Release: Friday 18 November, 2022 The International Press Centre (IPC), the lead partner of component 4 (Support to media) of the European Union Support to Democratic Governance in Nigeria-Phase II (EUSDGN II) project has launched a four-series specialised skill-enhancing sessions to equip and enable female journalists to report public interest issues around the 2023 electoral process from a deepened gender perspective and using data skills and investigative methods to challenge stereotypical reporting of the electoral process. Organised in partnership with the Nigeria Association of Women Journalists (NAWOJ), the first leg of the training was held in in Port-Harcourt, Rivers State, on 7 & 8 November 2022 with 32 female journalists in attendance, predominantly from the southern parts of the country, while the second training which is expected to be attended by 35 female journalists selected from the northern parts of the country, will be held in Abuja on 21 & 22 November 2022. The specific objective of the media component is to ensure that, “The Media, including New and Social Media, provides fair, accurate, ethical and inclusive coverage of the Electoral Process”. The overall goal is to “Support the consolidation of democracy in Nigeria with the media (broadcast, print and online media) helping to facilitate the key ingredient of credible elections through engagement and professionalism in coverage and reportage of the electoral processes”. The IPC initiative aims to position female journalists to deliver impactful, public-interest and investigative reporting of the electoral process especially by incorporating the use of data tools in reporting the electoral process and the elections. The sessions are targeted to place female journalists at the frontline on elections reporting to write and produce special reports that is professional, inclusive, conflict-sensitive, fact-checked and data driven. Participants at the trainings would be required to pitch impactful story ideas for which the resource person shall be providing mentorship guide and editorial assistance. The Executive Director IPC, Mr. Lanre Arogundade in a statement said that “within the framework of supporting the media by improving the gender stereotyped representations of women’s political participation, the skill-enhancing session for the journalists is imperative to re-direct and prospect opportunities for new impactful and professional reporting of the electoral process while empowering female journalists as agents of change”. Mrs. Motunrayo Joel, Deputy Editor Africa- Check, Nigeria, Dr. Titi Osuagwu, University of Port- Harcourt, and Taiwo Obe, Founder Journalism Clinic, facilitated the first training in Port-Harcourt, incorporating the topics; “Factual accuracy and combating fake news: The place of fact checking and data use in reporting of 2023 elections”, “Electoral Processes & 2023 Elections: According Priority to Issues of Women and other underrepresented groups” and “Impactful Reporting of Electoral Processes and 2023 Elections: Focusing on Issues & Telling Stories That Matter and Conflict-sensitivity and safety in election reporting. Mrs. Moji Makanjuola, CEO, International Society of Media in Public Health, David Ajikobi, Nigeria Editor, Africa Check, and Taiwo Obe, Founder Journalism Clinic, will facilitate the upcoming training in Abuja.  IPC plans to train and mentor a total of 140 female journalists drawn from the print, online and broadcast media hubs during the pre and post elections cycles. Issued at a One-Day Stakeholders’ Engagement on the Review of the Nigerian Media Code of Election Coverage, held on Friday, October 14, 2022 At Watbridge Hotel and Suites, Uyo Preamble The International Press Centre (IPC), Lagos-Nigeria, the implementing partner of Component 4 (Support to Media) of the European Union Support to Democratic Governance in Nigeria – Phase 2 (EUSDGN II) project, convened a one-day stakeholders’ engagement on the review of the Nigerian Media Code of Election Coverage on Friday, October 14, 2022, in Uyo, Akwa Ibom State. The roundtable brought together media stakeholders to assess the use of and the level of compliance with the Code by the media community. The roundtable was also to discuss areas of the Code requiring possible review based on recent developments and the experience from its application over the last four years. The meeting was attended by editors and reporters from the print, broadcast and online media; the leadership of umbrella media professional bodies/associations; representatives of media regulatory bodies and leaders of civil society organisations working in the media sector.   Those in attendance and who delivered goodwill messages included the Secretary General of the Nigerian Guild of Editors (NGE), Mr. Iyobosa Uwugiaren; the Executive Secretary of the Newspapers Proprietors Association of Nigeria (NPAN), Mr. Feyi Smith; the Executive Secretary of the Broadcasting Organisations of Nigeria (BON), Dr. Yemisi Bamgbose; the President of the Nigeria Association of Women Journalists (NAWOJ), Mrs. Ladi Bala; the Chairman of the Nigeria Union of Journalists (NUJ), Akwa Ibom State Council, Mr. Amos Etuk, who represented the NUJ National President, Mr. Chris Isiguzo; the Chairman of the Radio Television Theatre and Arts Workers’ Union (RATTAWU), Uyo State Chapter, and Mr. Mfon Ekpenyo, who represented the National President, Mr. Tsanni Kabir Garba. Others were President of the Guild of Corporate Online Publishers (GOCOP), Ms. Maureen Chigbo; Director Research and Documentation at the Nigeria Press Council (NPC), Mrs. Stella Jibrin; Assistant Director, Broadcast Policy and Research at the National Broadcasting Commission (NBC), Mrs. Stella Erhunmwunsee and former Editor of the National Concord newspaper, Mr. Nsikak Essien, who moderated the roundtable, Mr. Odaro Aisien of the Independent National Electoral Commission (INEC) and Executive Director, of Media Rights Agenda (MRA), Mr. Edetaen Ojo. IPC’s Executive Director, Mr. Lanre Arogundade, delivered the welcome remarks followed by the Executive Director, of Institute for Media and Society (IMS), Dr. Akin Akingbulu, the other implementing partner of Component 4 of EU-SDGN II project. The discussions were kick-started with the presentation on “Bridging gaps; identifying areas to strengthen compliance” by Mr. Edetaen Ojo of Media Rights Agenda, who also served as the expert consultant at the meeting. Observations, Conclusions and Recommendations The meeting reaffirmed the imperative of using a self-regulatory instrument to ensure professionalism and compliance with ethical standards in the coverage of electoral processes by the media as a way of ensuring the credibility of the media and restoring public trust in the media. Participants endorsed the Code as a complement to other instruments, including laws and regulations as well as the Nigeria Broadcasting Code, which are intended to help the country to achieve the key objectives of equity and fairness in media coverage of political activities. They acknowledged the absence of strong enforcement mechanisms in the Code but stressed that as a voluntary instrument, its goal is not to punish journalists or media organisations but to provide a frame of reference to guide the sector during electoral processes and beyond and thereby contribute to the improvement of professional standards and media conduct in election coverage. Participants agreed to update the Code, among other things, by specifically highlighting the role of law enforcement and security agencies, particularly their duty to ensure a safe and conducive environment for journalists and other media practitioners to carry out their duties. Participants called on law enforcement and security agencies to ensure that every attack on journalists and other media practitioners is promptly and properly investigated and that the perpetrators are brought to justice. They noted that for the Code to be effective, the different stakeholder groups involved in elections and media regulation need to play their roles effectively in order to create an enabling environment for the media to perform its professional and social obligations during electoral processes. They identified the different stakeholders as Government, including all levels of government as well as law enforcement and security agencies, political parties, the Election Management Body, namely INEC and the State Independent Electoral Commissions (SIECs), and Civil Society Organizations, saying that they need to create the conditions under which the media can do its work safely. Participants suggested that beyond disseminating the Code to media stakeholders, further engagements should be held with them to ensure that those to whom it applies are fully aware of their responsibilities and to enable an assessment of the internal and institutional challenges limiting compliance and implementation, as well as how to overcome such challenges. They called on all media organisations to ensure that all political parties and candidates in elections are given equitable, fair and balanced coverage and that opposition political parties or candidates are not denied access to or the ability to use of Government owned or controlled media on the same basis as the ruling political party or its candidates. Participants called on all media organisations to refrain from publishing misinformation and disinformationand topromptly correct any inaccurate, misleading or false information and to publish the correction with the same prominence with which the original report was published, whether inadvertently or otherwise. Participants expressed gratitude to the European Union for providing the resources for the project under which the activity is being undertaken as well as for its support to the promotion of free, fair and credible elections in Nigeria.
