IPC HOLDS ROUNDTABLE TO REVIEW THE NIGERIAN MEDIA CODE OF ELECTION COVERAGE

For Immediate Release: Friday 14, October, 2022 Today, Friday October 14, 2022, The International Press Centre (IPC), implementing partners with the Institute for Media and Society (IMS) under component 4 (Support to media) of the European Union Support to Democratic Governance in Nigeria-Phase 2 (EUSDGN II) project is holding a one-day stakeholders’ meeting on the update of the Nigerian Media Code of Election Coverage in Uyo, Akwa Ibom State. The roundtable is one of the activities aimed at fulfilling the objectives of Component 4 (Support to media) of the European Union Support to Democratic Governance in Nigeria-Phase 2 (EUSDGN II) project, being implemented by IPC in partnership with the Institute for Media and Society (IMS). IPC notes that in line with the overall goal of the media component under EU-SDGNII to “Support the consolidation of democracy in Nigeria with the media (broadcast, print and online media) helping to facilitate the key ingredient of credible elections through engagement and professionalism in coverage and reportage of the electoral processes”, it has championed the development and dissemination of the Nigerian Media Code of Election Coverage as an industry-driven self-regulatory guideline for election reporting since 2015. Harmonised with the specific objective of ensuring that, “The Media, including New and Social Media, provides fair, accurate, ethical and inclusive coverage of the Electoral Process”, IPC also spotlights that the update of the code which in 2018, was endorsed by all the major media professional bodies and associations in Nigeria, as well as over 200 media organisations, has been instrumental in engendering professional reporting of the Nigerian electoral processes. The Executive Director, IPC, Mr. Lanre Arogundade in a statement stated that, “Ahead of the 2023 elections, it has become imperative to not only update and re-produce the code in line with the overall goal of the media component of EUSDGN II, but to additionally deliberate on enforcement mechanisms to ensure compliance by journalists and media institutions”. Mr. Arogundade, also added that following the review, the code will be re-published and widely distributed with availability in many more online media, to broaden the scope of distribution beyond the milestone that was achieved in 2018. He also said that IPC expects the reviewed and updated code to provoke further stakeholders’ commitment to create an enabling atmosphere for hitch-free coverage of their activities. Participating in the review meeting are representatives of Media Umbrella Professional Bodies/Associations, CSOs, Academia, Journalists, government, EMBs, and CSOs. PRESS RELEASEAHEAD 2023 ELECTIONS, IPC BEGINS TRAINING OF MEDIA MONITORSFor Immediate Release: Friday 23, September, 2022 12 Media monitors started a two-day training at the International Press Centre (IPC), Lagos-Nigeria, today Friday September 23, 2022, to prepare them for the monitoring of the coverage and reportage of the electoral processes and the 2023 elections by the print and online media. The essence of the 18-month monitoring that will commence on October 1, 2023, is to assess the level of compliance with professional and ethical standards by newspapers, including online ones, being selected for the exercise. Among others, the monitoring will be done within the context of the expectation of the Nigerian Media Code of Election Coverage, which spells out the responsibilities expected of journalists and other media professionals at elections. The Media Election Code was endorsed by umbrella media professional bodies and associations, and close to 300 individual media outlets in 2018. It enumerates what journalists and media management should do to ensure social responsibility and integrity; equitable access for parties and candidates; media access for disadvantaged groups including women, persons with disability and youths; conflict sensitivity and the avoidance of hate speech.The training of the monitors is one of the activities under component 4 (Support to media) of the European Union Support to Democratic Governance in Nigeria-Phase 2 (EUSDGN II) project, being implemented by IPC, along with its partner, the Institute for Media and Society. The overall goal of the media component is to “Support the consolidation of democracy in Nigeria with the media (broadcast, print and online media) helping to facilitate the key ingredient of credible elections through engagement and professionalism in coverage and reportage of the electoral processes.”The specific objective is to ensure that, “The Media, including New and Social Media, provides fair, accurate, ethical and inclusive coverage of the Electoral Process.” The two-day training , the first day of which is being facilitated by Mr. Edetaen Ojo, Executive Director of Media Rights Agenda (MRA) and Mr. Sanmi Falobi, Project Manager of IPC, aims to build the skill of the monitors on the processes and methodologies of media monitoring. They will be introduced to the philosophical basis and technicalities involved in media monitoring, the outcome of which shall include agreement between the project implementation team and the monitors on the topics, the qualitative and quantitative indices, the standards for assessing/analysing media reportage, and the coding system. The monthly findings and outcomes of the monitoring shall serve as instruments of engagement with journalists and media managers to address identified gaps and agree on measures for improvement.“Against the background of the prevalence of misinformation and disinformation especially by political actors, all we are seeking to achieve is for the Nigerian media to contribute to the credibility of electoral information before, during and after the 2023 elections”, said the Executive Director of IPC, Mr. Lanre Arogundade. Jonathan, Fayemi, Abike-Dabiri, Odinkalu, Others for Honours at Maiden Freedom of Information Awards FOR IMMEDIATE RELEASE Lagos, December 9, 2021, 2021: Former President Goodluck Jonathan will be conferred with a special recognition award at the maiden edition of the National Freedom of Information (FOI) Awards ceremony scheduled to take place in Abuja on December 10, 2021 for his “patriotic and courageous” act of signing the FOI Bill into Law 10 years ago, according to the International Press Centre (IPC) and Media Rights Agenda (MRA), organisers of the event. In the joint statement in Lagos, signed by Mr. Lanre Arogundade, IPC’s Executive Director, and Mr. Edetaen Ojo, Executive Director of MRA, the organisations announced that Ekiti State Governor and Chairman of the Governor’s Forum (NGF), Dr. Kayode Fayemi, would also be honoured at the ceremony taking place at the Abuja Sheraton Hotel for blazing the trail as the first Governor to facilitate the adoption of an FOI Law at the state level. The event, which coincides with this year’s International Human Rights Day, will be chaired by Justice Stella Anukam, a judge of the African Court on Human and Peoples’ Rights in Arusha, Tanzania.  It is being held as part of activities to commemorate the 10th year anniversary of the signing of the FOI Bill into Law by then President Jonathan in 2011. IPC and MRA said the award ceremony, which will host government officials, former and serving members of the National Assembly, civil society representatives, media practitioners and members of the international community, among others, is intended to recognise and reward individuals, organisations and public institutions that have made significant contributions towards the advancement of the right to information in Nigeria as well as in ensuring the effective implementation of the FOI Act. They explained that those to be honoured would include individuals and organisations that have made the highest number of requests for information under the FOI Act to public institutions or private entities to which the Act applies, between May 29, 2015 and October 31, 2021 as well as public institutions adjudged to be most responsive to requests for information from members of the public under the FOI Act and that have adopted innovative and access-friendly practices and procedures to ensure public right of access to information in Nigeria. According to them, award recipients would include former Senate Majority Leader, Senator Victor Ndoma-Egba (SAN), former Chairman of the Senate Committee on Information, Senator Ayogu Eze; former Speaker of the House of Representations, Hon. Dimeji Bankole; former member of the House of Representatives and currently Chair of the Nigerians in Diaspora Commission (NIDCOM), Hon. Abike Dabiri-Erewa; former member of the House of Representatives and former Ambassador to Austria, Ambassador Jerry Ugokwe; and former Chairman of the National Human Rights Commission, Prof. Chidi Odinkalu, among others. The Nigeria Union of Journalists (NUJ), the Nigerian Guild of Editors (NGE) and the Newspapers Proprietors Association of Nigeria (NPAN) will also receive recognition awards for their roles in facilitating the emergence of an FOI regime in Nigeria.  Explaining the rationale for the awards, Mr. Arogundade said: “The FOI Act is a progressive law enacted to open up government to the people and ensure that government becomes more transparent. It is therefore a privilege to be at the threshold of history bestowing awards on individuals, organisations and institutions that have made valuable contributions towards opening up government for the betterment of the people of Nigeria.” Speaking in the same vein, Mr. Ojo said: “In the past, we have sought to name and shame public institutions for impeding the effective implementation of the FOI Act by inducting them into a Hall of Shame. I am very pleased that we are now also able to recognise and honour those making positive contributions. A notable example of this is Governor Fayemi who wasted no time in facilitating the adoption of an FOI Law in Ekiti State while most of his colleagues remained fearful of opening up governance as nearly all the other State governments were busy disavowing the application of the FOI Act to their States and continued to govern in secrecy.” The awards are organised with the support of the European Union through component 4b: Support to Media of the European Union Support to Democratic Governance in Nigeria (EU-SDGN) Project. CALL FOR EXPRESSION OF INTEREST : PANEL OF JUDGES FOR NATIONAL FREEDOM OF INFORMATION (FOI) AWARDS

Date of issue: October 29, 2021 The International Press Centre (IPC) and Media Rights Agenda (MRA) are inviting entries from individuals to serve as judges for their 2021 National Freedom of Information (FOI) Awards. The Awards are part of activities to commemorate the 10th year anniversary of the signing of the Freedom of Information Bill into Law by President Goodluck Jonathan in 2011 and are being organized with support from the European Union through component 4b: Support to Media of the European Union Support to Democratic Governance in Nigeria (EU-SDGN) Project. The Awards will recognise and reward individuals, organisations, and public institutions that have made significant contributions towards the advancement of the right to information in Nigeria as well as in ensuring the effective implementation of the Freedom of Information Act, 2011. The selected judges will be required to assess entries for a prize award to be given to the best FOI essays from among undergraduate students of tertiary institutions in Nigeria. Duration of EngagementNovember 15 to December 15, 2021 (1month) Location of ActivitiesThe activities under the engagement will be done in Nigeria. Judges should be available for meetings with the organizers at intervals, which will be communicated ahead of time. ObjectiveThe objective of this call for expression of interest is to set up a panel of two (2) FOI experts who will function as judges and collaborate with the organisers to evaluate, grade, and decide the winners of the essay competition. The judges are expected to draw on their FOI expertise to assess the entries fairly and reasonably. ELIGIBILITY CRITERIA AND GUIDELINES FOR THE COMPETITION Entries will only be accepted from undergraduate students of Mass Communication or Journalism of any tertiary institution in Nigeria, public or private, and must be accompanied by a fully legible copy of the Student’s Identity Card of the person submitting the entry. All entries should include the full names of the student, the name and address of the university as well as the student’s course of study and department. It should also contain the student’s telephone number and email address as well as the student’s Matriculation Number. All entries should be between 800 and 1,000 words in length and should be type-written on Microsoft Word using Times New Roman font, 14 points. Each entry will be judged on compliance with these technical specifications as well as on the richness of content, the quality of the spelling and grammar, the logic in the structure of presentation and how compelling the arguments are. All entries will be checked for plagiarism and originality. Any entry found to have plagiarized another person’s work will be disqualified. IPC, MRA Set New Deadline for FOI Essay Competition Entries, Expand Eligibility Criteria

Lagos, Wednesday, October 13, 2021: The International Press Centre (IPC) and Media Rights Agenda (MRA) today announced an extension of the deadline for the submission of entries for their National Freedom of Information (FOI) Essay Competition to October 31, 2021. They also announced the expansion of the eligibility criteria to accommodate undergraduates of Mass Communication and Journalism in all tertiary institutions in Nigeria, including monotechnics, polytechnics and universities. In a statement issued in Lagos by Mr. Lanre Arogundade, Executive Director of IPC, and his MRA counterpart, Mr. Edetaen Ojo, the organisations said the extension of the deadline for the submission of entries and the expansion of the eligibility criteria were informed by the need to give more time to eligible persons who were not able to meet the earlier deadline to submit their entries and therefore allow more students to participate in a crucially important activity touching on an issue that has the potential to significantly impact the lives of all Nigerians. They also announced that every eligible student who submits an entry for the competition would be rewarded with a set of publications by the two organizations even if their entries are not selected for the ultimate prize. The initial call issued by the organisations on September 15, 2021 for the submission of entries for the essay competition as part of activities to commemorate the 10th year anniversary of the signing of the FOI Bill into Law by President Goodluck Jonathan in 2011, had limited eligibility to undergraduates of Mass Communications or Journalism in Nigerian universities. According to the organisations, the competition is aimed at encouraging mass communication and journalism undergraduates to examine the impact of the FOI Act in enhancing participatory democracy under the topic: “Deepening Democracy, the Impact of FOI Act 10 Years After.” The winners of the competition will be announced and honoured at a National Freedom of Information Awards ceremony, which is scheduled to take place in Abuja on this year’s International Human Rights Day, on Friday, 10 December, 2021. The International Press Centre (IPC) and Media Rights Agenda (MRA) hereby invite entries from individuals and organizations in Nigeria for their 2021 National Freedom of Information (FOI) Awards. The Awards form are part of activities to commemorate the 10th year anniversary of the signing of the Freedom of Information Bill into Law by President Goodluck Jonathan in 2011 and are being organized with support from the European Union through component 4b: Support to Media of the European Union Support to Democratic Governance in Nigeria (EU-SDGN) Project. The Awards will recognize and reward individuals, organizations and public institutions that have made significant contributions towards the advancement of the right to information in Nigeria as well as in ensuring the effective implementation of the Freedom of Information Act, 2011. There will be four categories of awards as follows: a) Individual Category: An individual that has made the highest number of requests for information under the FOI Act to public institutions or private entities to which the Act applies, between May 29, 2015 and October 31, 2021. b) Organizational Category: A news organization, any other type of organization, company, association, institution, group, or other types of corporate entity that has made the highest number of requests for information under the FOI Act to public institutions or private entities to which the Act applies, between May 29, 2015 and October 31, 2021. c) Public Institutions Category: A Public Institution FOI Best Practice Recognition will be conferred on a public institution adjudged by the organizers and the panel of judges to be most responsive to requests for information from members of the public under the FOI Act and that has adopted innovative and access-friendly practices and procedures to ensure public right of access to information in Nigeria. d) Special Recognition: A special recognition Award will be given to an individual adjudged by the organizers and the panel of judges to have made a substantial and lasting contribution towards advancing the right to information in Nigeria over the last 10 years. LAGOS BYE-ELECTION: IPC TASKS JOURNALISTS ON PROFESSIONAL, SAFETY CONSCIOUS COVERAGE

Press Release For immediate release, December 3, 2020 As bye-elections holds in Lagos East Senatorial and Kosofe Constituency II House of Assembly, on Saturday, the International Press Centre (IPC), Lagos- Nigeria has tasked the journalists and other media professionals who would be on duty to adhere to professional standards while also being safety conscious. The bye elections are scheduled to hold across the five local council Areas of Somolu, Kosofe, Ikorodu, Epe and Ibeju-Lekki. The Executive Director of IPC, Mr. Lanre Arogundade said the admonition had become necessary in the light of the critical role that the media plays during electioneering processes and  growing concerns over journalists’ safety across the country.  “Though this election is not a state-wide election, it does not reduce the fact that it still falls under the purview of media electoral responsibility. For the contestants and their gladiators, it is an election, which is by no means of less value than any other election, so the atmosphere within the five councils where the elections will take place will reflect basic and essential activities associated with the conduct of an election. It is therefore very important for journalists covering the bye-elections to be guided by the existing ethics of professional coverage of elections as well as to be safety conscious in the discharge of their duties, especially  to avoid situations that will put them in harm’s way”, Mr. Arogundade said. “Like in the coverage of any electoral contest, Journalists are expected to be non-partisan. They are to maintain objectivity and balance in the coverage of the elections. Being partisan is not only about being a member of a political party, but also includes the use of expressions and/or impressions with statements,  tags, symbols and colours that portray or identify with a particular political party or personality”, Arogundade added. He also admonished journalists covering the bye-election to be well kitted. “This is an election taking place across five councils. Journalists who are to cover the elections should ensure that they are fully kitted and accredited to do so, in order to avoid situation wherein security agencies would have to question them or bar them from performing their duties. Journalists, who are not on election duty, should avoid straying into the identified local councils at will during the stipulated period of the election. At all times, journalists covering the bye –elections must have their identification card and press/media tag clearly displayed to avoid undue harassment and unnecessary identity checks by the security agencies.” Arogundade added. He also enjoined, other stakeholders, especially the security agencies to undertake the performance of their tasks in a civil and responsible manner. “The security forces should note that the media is a critical part of the electoral process and so the journalists should be accorded due rights and privileges to enable them carry out their social obligations as partners in enshrining the credibility of the electoral process. IPC Launches Journalists Advisory on COVID-19 Reporting

Press release  IPC LAUNCHES JOURNALISTS ADVISORY ON COVID-19 REPORTING For immediate release, Wednesday April 15th, 2020. The International Press Center, IPC, Lagos-Nigeria, today formally launched an advisory to aid journalists in the course of covering and reporting the Covid-19 pandemic in Nigeria. Executive Director of IPC, Mr. Lanre Arogundade, said in a statement today that generations of Nigerian journalists were covering a pandemic for the first time and therefore needed as much professional support as possible. Mr. Arogundade also said as front men and women in the effort to disseminate information that would help combat the pandemic, journalists were being exposed to heath and security risks, which must be addressed through diverse means. “It is against this background that the advisory is divided into three parts – Safety, Ethics and Professionalism and Social Responsibility”, he said. Mr. Arogundade said the advisory had also become necessary because the Covid-19 infection was spreading to more states and all journalists, whether on the field or not, should benefit from relevant knowledge. “The advisory derives from and complements existing national, regional and media standards for crisis reporting”, “he stated. The IPC Director said the release of the advisory would be followed by capacity trainings for journalists in partnership with other media and communication professional bodies in the next couple of days. “The trainings would enable journalists to share information and ask questions based on their experience on the field and in turn receive more professional support “, Mr. Arogundade added. According to him, the advisory was developed pursuant to the objectives of Component 4b: Support to Media of the European Union Support to Democratic Governance in Nigeria, although the responsibility for the content was solely that of IPC.
